Sailboats stand perfectly still on the mirror-like waters of Morro Bay as sunset casts a rose-gold blanket across the tranquil harbor. This protected marine area, designated as California's first State Marine Recreational Management Area in 2007, balances recreational use with strict environmental protections that have helped recover the once-threatened sea otter population from just 50 individuals in the 1930s to over 3,000 today.
